The deadline for smaller public entities

The U.S. Department of Justice's 2024 Title II web rule sets WCAG 2.1 Level AA as the technical standard for covered state and local government websites and mobile apps. An April 2026 interim rule extended the compliance date to April 26, 2028, for public entities with fewer than 50,000 people and for special district governments. Larger public entities generally have an April 26, 2027, date. For most local governments, DOJ uses the entity's 2020 Census population; special rules apply to school districts and entities without their own Census count.

This includes many local governments in Iroquois County, Illinois, and Newton and Jasper counties, Indiana. The rule has specific exceptions, and an audit alone does not establish compliance.

Meeting agendas, payment and permit forms, public notices, and contact paths often matter more than a visual widget. We quote the inventory and audit in writing. The audit produces a documented issue log and priorities; remediation is scoped and quoted from those findings.
