Toluca exists because farmers asked the Santa Fe to stop here in 1887, and it grew because the Devlin Coal Company started taking coal out of the ground five years later. Polish, Italian and Lithuanian families came for the mines, the place incorporated as a city in 1894, and by 1900 there were something like 2,629 people living here. In 1924 the coal stopped paying and the mines shut. The town is about half that size now.
Whatever else the mines left behind, a village of thirteen hundred people still has two Italian food shops on the same street. Mona's Italian Foods and Caponni's Italian Foods are both on North Main, along with the Toluca Public Library. Route 117 runs through as Main Street and Santa Fe Avenue and that is more or less the whole commercial spine: the vehicle service shop on East Santa Fe, the co-op at Santa Fe and Oak, the frozen food plant over on West Third Street, Fieldcrest Middle School-West on North Maple.

What survived the mines was farming and the trades, and that is still what Toluca runs on: builders, excavators, concrete and roofing crews, heating and plumbing outfits, a window works out on 117, the fertiliser and chemical yard on County Road 500 North, a body shop on 17. Small firms. The owner is usually on a job when the phone rings, which is exactly why quotes sit unwritten for a week and a good customer calls somebody in Minonk instead.
